Freelancers quoting clients across borders need a defensible way to scale a rate up or down for where the client is based. This index rebases published cost-of-living data to a United States = 100 baseline across 18 countries, so any two rows can be compared directly as a ratio.

Each value here is that raw Numbeo figure divided by the US figure and multiplied by 100. These are national averages, not city-level figures — cost of living inside any country varies enormously between its biggest city and everywhere else — and Numbeo’s underlying index shifts over time, so treat this table as a periodically refreshed snapshot rather than a permanent constant.
